Calls upon Texas to stop mexican raids

Acting Secretary of State Adee Wires Governor Campbell to Take Action.

Austin, Tex., june 27.-The revolutionary disturbances across the Mexican border have already produced a situation akin to an international controversy. The Mexican Government has hinted at violations of the neutrality laws and has notified the State Department of its desire for the United States Government to take measures intended to prevent furhter outbreaks. Just what character r reventive minístrations Mexico desires this Government to advance is manifestly beyond the knowledge of the State Department, as Acting Secretary of State Adee, in a telegram to the Governor today, calls on Texas to provide measures calculated to relieve the situation's acuteness.
A. M. Barton, private secretary to the Governor, in the absence of the chief executive, answered that such steps as may be found proper under the law will be employed. What this procedure will be remains yet undetermined. The department's suggestion will be immediately communicated to the Governor for his consideration.
Mexico demands punishment.
Moreover, the Mexican Government desires the persons guilty of inciting and promoting the outbreaks to be punished. This request is likewise communicated in Mr. Adee's subjoined dispatch. Et was only yesterday that First Office Assistant Attorney General W. E. Hawkins passed on the question necessarily involved in this suggestion. Briefly, his opinion forbade the Sheriff of Val Verde County to interfere with the liberty of chance refugees seeking an asylum on Texas domain. Evidently the Department of State is somewhat perplexed and would appreciate Texas assuming the initiative. Mr. Adee wires that the assertion involving infraction of the neutrality laws has been referred to the United States Attorney General, therefore the action of the Government will doubtless depend on the Attorney General's interpretation of the statute governing the situation.
Acting Secretary Adee's díspatch received this afternoon is quoted: "Washington, June 27.-To Governor T. M. Campbell, Austin, Tex: in connection with recent attempt to precipitate a general disturbance in the State of Coahuila. Mexico, when on the 24th instant about 200 men descended on and took possession of the town of Viesca, the Mexican Government has brought to the deparment’s attention the question of the violation of neutrality laws of the United States and expressed desire that the parties guilty of recent acts alleged to have been committed on the frontier in violation of these laws, should be duly punished. At the same time the Mexican Government represents the urgency of the Government of the United States giving orders tending to the prevention of any disturbance of public order on the frontier between the two countries. This department has referred the master on the violation of neutrality taws to the Attorney General, but it would be pleased if you would cause such measures to be taken as you may find proper to prevent the occurences complained of.

About the only stops the State Government can Lake, it is learned from expert authority, is to prevent the formation and projection across the border of a hostile expedition or the transportation of munitions of war into Mexico through Texas territory. Such acts would come within the purview of neutrality taws and could be prevented under arms. As yet rangers have not been sent to the front, neither have they been asked for, according to late advices received at the office of the Adjutant general.
