American Sheriffs Not Permitted to
Cross the Line Lest They Create Uneasiness Among Americans in Rebel
Army.

Leyva, commander of the insurgents reappeared today at headquarters
which have been moved from the bull ring to the cock pit. His
presence here leaves in doubt the extent of the offensive movement
against Tijuana and Ensenada, which was supposed to have been begun
in earnest when 100 armed men left two days ago to join an advance
guard that marched from the breast works last Tuesday.
The advance guard remains
in camp near Laguna Salida where they were reported Wednesday by
ranchers, while the 100 men are at the
Encina canal, twenty
miles from Mexicali.
Leyva's first act today
was to throw open the town to visitors and to inform the merchants,
most of whom are Americans, that they might conduct their business
without tax for the present, but that contributions to the rebel
cause would be expected periodically after march 1.
Sheriff Hammell of Los
Angeles County visited Calexico today and in company with Sheriff
Meadows of Imperial County, undertook to cross the line to Mexicali.
He was turned back by the insurrrectos' police, who explined that
there are men among the insurgents who had been in trouble in the
United States and that the appearance of the Sheriff might cause
trouble.
